This paper outlines the key development issues and concepts shaping current development discourse. It structure the debate about new development narrative, articulates the right-based approach to development to other concepts such as policy coherence for development, fair politics and maps possibilities for a new development agenda, including the kind of transformations to be lead in the North, that can best induce pro-poor transformations in the South.
